FCMS was established in 1994 as an out-of-hours GP cooperative and serves Blackpool, Fylde and Wyre. It is a not-for-profit social enterprise with a membership of over a hundred clinicians and a mission to make patients their central focus. They produce award-winning Department of Health-approved medical and dental services and have an ongoing policy of investing in staff, in order to significantly improve patient experience.

FCMS was seeking to bid for a contract to deliver NHS 111 helpline services across Lancashire and Cumbria. This was a 5 year contract covering all 33 Clinical Commissioning Groups in the North West region. The contract value for FCMS, as part of a larger partnership with the North West Ambulance Service, was approximately £2.3 million, from a total £12 million over the life of the contract. FCMS came to Eastside Primetimers for specialist support on partnership agreements, bid pricing and bid production and TUPE advice.
Eastside Primetimers helped FCMS access an Investment and Contract Readiness Fund grant, a Cabinet Office fund managed by the Social Investment Business. The grant was used to build their capacity for contract opportunities like NHS 111. We created a combined project team of our consultants and FCMS business development staff. Our support focused on the development of a costing and pricing model which would be replicable for future bids as well as HR advice on the TUPE implications of the contract.
As a result FCMS secured the contract in partnership with the North West Ambulance Service. Our finance consultant Catherine Grayson has continued to work with the FCMS team on a multi-lot bid worth around £5.7 million. This was one of the first examples of major third sector engagement with the CCGs.
